[Draft] [Social] IPS Amendment No. 2: IPS Amendment Authority
Draft social proposal would let the ENS Foundation Board amend the Endowment's Investment Policy Statement and replace MetaGov as oversight body, while the DAO keeps control of the Minimum Runway and the amendment process.
The draft amends the Investment Policy Statement (IPS v2.0, EP 6.46) to match roles set by the Next Era of ENS DAO proposal executed on 11 August 2026, which delegated the Endowment and the Endowment Manager relationship to Foundation governance. Under the amendment, the Foundation Board could adopt IPS amendments by resolution passed by at least four Directors (or all Directors entitled to vote where one abstains for a conflict), after a minimum 7-day public forum discussion with a written rationale, and amendments would be disclosed within 14 days. The Board would also set the Endowment's strategy and allocations, agree fees and terms with the Endowment Manager, review its reports, and appoint or terminate it, taking over MetaGov's Section 8 powers. References to MetaGov and to approval by Social Proposal would be replaced throughout. Reserved to the DAO: the Minimum Runway, any withdrawal that would breach it, and changes to Section 3. The DAO could reverse any Board amendment by Social Proposal, and the Endowment Manager's monthly reports would continue on the forum. The amendment is independent of Amendment No. 1 and would take effect if the Social Proposal passes, after which the Foundation would publish IPS v2.1. Process: 7-day discussion, then a 5-day Snapshot vote (For/Against/Abstain).
